specifically I want to:

GRANT FILE on *.* TO myuser@localhost

When I try to run this in mysqladmin I find that I do not have permissions to run this GRANT statment.

How do I go about setting up a database user with sufficient permissions to do this?

The command:

GRANT FILE on *.* TO myuser@localhost

would give myuser access rights to all mysql databases on the server. This type of access we do not allow on a shared server for security reasons.

You gain those privileges for a user that you create for a single database through the Databases option in the Plesk control panel. First you create the database and then you add a user to access that database. That user you create for that database will be able to access that database.
