I've just noticed maxheld is not behaving the way I expected it to be. I thought it should hold the maximum value the specific resource uses.

I looked at the resources with a 1 second delay and this is what I see (I removed some lines):

Is this normal behavior?

Unfortunately, yes. The Maxheld column has not been relevant for a while, since it is actually only the Maximum held of that resource over a very short period of time.
